The draft state program sets out a number of objectives in the fight against corruption
The draft Presidential Decree on reform programs in priority areas in the "Year of Neighborhood Development and Social Uplift" and the State Program for the Implementation of the "Uzbekistan 2030" Strategy have been published for public discussion (https://regulation.adliya.uz/project/8938/23942?contentLang=oz).
The draft state program sets out the following objectives in the fight against corruption:
➖Conduct an inventory of more than 2,000 legislative acts regulating the most fundamental social relations and eliminate conflicts, inconsistencies, and "unclear" provisions and other factors that contribute to corruption within them;
➖Develop a department headed by the heads of state bodies themselves, or a draft regulatory legal act introducing the institution of political responsibility for serious errors and shortcomings in the functioning of the system:
The draft stipulates the responsibilities of civil servants holding political positions to the people, the grounds and procedure for expressing no confidence in them, as well as the procedure for their voluntary resignation.
➖Develop a draft departmental regulatory legal act establishing a clear procedure for obtaining an opinion from the internal anti-corruption control structure when hiring an employee whose employment contract was terminated or who was dismissed from service in a state body, or in organizations over which he or she exercised direct or indirect control for two years;
➖Develop an interactive service module (chatbot) "Advisor" On the official website of the Anti-Corruption Agency and the open platform "E-anticor", which provides real-time consultations on problematic situations arising from conflicts of interest and restrictions in anti-corruption legislation.
➖Develop a draft resolution on the rotation procedure for heads of district (city) divisions of the republic's executive authorities:
The draft reflects the approval of the list of positions subject to rotation, the grounds and procedure for rotation, as well as the provision of additional social and legal guarantees during the rotation.
➖Train 30,000 civil servants on anti-corruption issues using the electronic platform "Virtual Anti-Corruption Academy":
- Involve international experts in the training process, improve teaching aids and programs;
- Monitor training results and send proposals to organizations that have not met mandatory training requirements civil servants within the established timeframe.
➖Develop and submit to the Cabinet of Ministers a draft regulatory act prohibiting the participation of procurement participants and their affiliates in the same lot, which provides for the following:
- Establish criteria limiting the participation of participants in procurement procedures and related persons, including the same founders, managers, beneficiaries, or related commercial organizations in the same lot;
- Introduce mechanisms to control the participation of related persons in procurement procedures, including by developing automated checks and risk indicators, to increase competition.
➖ Increase the number of services and resources on the Unified Interactive Portal of Public Services to 880, and improve the portal's usability through mass media and other methods;
➖ Conduct the "Open Data Challenge" hackathon.
The public comment period will continue until February 7 of this year.

A new international anti-corruption non-governmental organization has been established in Uzbekistan
The Ministry of Justice has registered the Regional Anti-Corruption Research Center.
The center's main goals are:
- to promote the improvement of the regional anti-corruption ecosystem;
- to study, analyze, and develop proposals on the dynamics of corruption trends in Central Asian countries;
- to promote the development of anti-corruption "integrity" Studying the implementation of standards in the life of the state and society;
- Developing proposals to foster an intolerant attitude of citizens toward corruption.
Anti-Corruption Agency:
- Promotes close cooperation between higher education institutions and research institutions with the Center in the field of anti-corruption research;
- Uses the results of research and analysis conducted by the Center in the preparation of the annual national report on anti-corruption in the Republic of Uzbekistan.

The 5th Tashkent Anti-Corruption Forum has begun its work.
The Forum is the central event of the "Anti-Corruption Week," which is held annually at the initiative of the National Anti-Corruption Council.
For five years, this Forum has been an open dialogue platform for a new quality of global Cooperation, innovative approaches, and practical solutions.
This year's Forum, held under the slogan "From Discussions to Real Change," was organized by the Anti-Corruption Agency of the Republic of Uzbekistan with the support of major international partners, including the European Union, UNDP, the German Agency for International Cooperation (GIZ), the US Department of State, the Organization of the Islamic Conference (OIC), the UN General Assembly, the OSCE, the Konrad Adenauer Foundation, and the Qatar Center for Rule of Law and Anti-Corruption.
It was attended by approximately 250 representatives of foreign delegations, government agencies, civil society, and the media, including leaders and representatives of anti-corruption agencies from more than 20 countries, including Slovenia, Georgia, Lithuania, the Kingdom of Saudi Arabia, the UAE, Egypt, Germany, and Azerbaijan, as well as leading representatives of Transparency International, the OIC, the ADB, the OSCE, and UN agencies. The event will be attended by specialists and a number of domestic and international experts.
The Forum's plenary session is currently underway.
