On May 19, 2022, a delegation of WHO and Robert Koch Institute specialists visited the Research Institute of Virology

The composition of the delegation:

The purpose of the visit was to discuss the COVIMPACT project on viral hepatitis.

 The delegation visited the RMI of Shaykhantakhur district to see the UHEP experience in screening the population for viral hepatitis B and C. During the visit, the delegation was shown the stages of screening. They were acquainted with the unified database and the work. The patient is explained how the screening will take place. The patient is registered in the system by entering passport data, including the screening region, clinic number, passport number and series, last name, first name, patronymic, date of birth, sex, place of birth, and region of residence. After registering, the patient goes to the rapid diagnostic center, where the nurses enter the passport number, once again verify all the passport data, enter the patient's telephone number, and explain to the patient how the screening will take place and why the patient needs it. Then the patient is given an express test for viral hepatitis B and C. The results are recorded in the system.  About 246 thousand people were tested under UHEP. The patient goes to the office to be registered.  

 

Then the delegation went to the Research Institute of Virology, where they had a meeting with Director of the Research Institute of Virology, Professor E.I. Musabaev. During the meeting the Director of the Research Institute of Virology E.I. Musabaev told about the Research Institute of Virology, its structure, scientific and international activities, reference laboratory, the structure and work of the clinic.

 

 

With the staff of the Research Institute of Virology they discussed screening for viral hepatitis, confirmatory PCR testing, antiviral therapy administered to patients in Uzbekistan.

Also, the new Presidential Resolution № 243 of 16 May 2022, which reflects the creation of a single register of patients with viral hepatitis, the integration of the electronic registry of data, educational work with the population, increasing the screening of the population for viral hepatitis, PCR testing of patients, treatment of patients with chronic viral hepatitis, vaccination against viral hepatitis B, was discussed. In addition, issues of diagnosis of hepatocellular carcinoma among patients with chronic viral hepatitis were discussed. We discussed the future of the project and outlined the main areas of interest for both sides.

 

On September 28, 2022, the European and Regional Offices of the World Health Organization held a Meeting of donor organizations on laboratory activities.

 

Representatives of the Sanitary Epidemiological Welfare and Public Health of the Republic of Uzbekistan, the Republican Specialized Scientific and Practical Medical Center attended the meeting for Epidemiology, Microbiology, Infectious and Parasitic Diseases, the Research Institute of Virology, the Republican AIDS Center and the Center for Prevention of Quarantine and Serious Diseases.

Donor organizations: World Health Organization, CDC, KOICA, KFW, World Bank, ADB Bank, GIZ.

The meeting was opened by B.K. Yusupaliev, head of the Sanitary-Epidemiological Welfare and Public Health of the Republic of Uzbekistan.

The issues discussed were: WHO support to strengthen the laboratory sector in Uzbekistan.  Work of donor organizations in the laboratory sector of Uzbekistan in a round table format. Coordination of activities on development and sustainability of national laboratory capacity.

On the part of the Sanitary-Epidemiological Welfare and Public Health of the Republic of Uzbekistan, information was given on the ongoing and planned projects with the assistance of international organizations. The results of the national mentoring program for the implementation of the quality management system in Uzbekistan were presented.

 

 

 

Visit of a delegation from the Robert Koch Institute and the WHO Regional Office for Europe.

3 - 10 October 2022, Tashkent, Uzbekistan

 

Purpose of visit: to discuss the project "Impact assessment of pandemic COVID-19 on viral hepatitis B and C elimination efforts in Eastern Europe and Central Asia (hepatitis COVIMPACT)".

The training covered in-depth research goals, theoretical framework of the project, research questions and research methods, principles of using qualitative methods of information collection, reflexivity, types of data, features and best practices, preparation for key informant interviews, informational consent and logging, ethical discussion of questions asked.

The delegation visited the Olmazar District Medical Association to see the experience of screening the population for viral hepatitis B and C. During the visit, the delegation was shown the stages of screening.

 

 

Then, the delegation visited the Republican Specialized Scientific and Practical Center of Hematology and Blood Transfusion where they were familiarized with the stages of blood donation, detectability of viral hepatitis in primary donors.

Also, the delegation visited the Sanitary-Epidemiological Welfare and Public Health Servicer representatives of the delegation shared information on the analytical review of publications and publicly available documents on the screening program in Uzbekistan. During the meeting, they discussed the provision of recommendations on actions to control and eliminate viral hepatitis in Uzbekistan.

 

The visit of Homi Razavi, Managing Director of the CDA Foundation (USA), to Uzbekistan from January 23-31.

 

The purpose of the visit: to discuss the elimination of viral hepatitis B and C in the Republic of Uzbekistan.

The country is taking important steps to improve and expand medical and social support to the population in terms of timely prevention and treatment of viral infections, in particular hepatitis B and C. Also was given information about work carried out according to the Decree of the President of the Republic of Uzbekistan from 16.05.2022 №PP-243, in particular the work on providing free medicines to patients during treatment, which are diagnosed with viral hepatitis "C"; on providing consumables (reagents and test kits) to detect viral infections in the primary care system, creation and maintenance of a single electronic register of chronic viral diseases; on control of the quality and effectiveness of vaccines, test kits and other materials.

Opening the meeting, B.K. Yusupaliev, head of the Sanitary and Epidemiological Service, introduced participants to the meeting and expressed gratitude for the practical assistance of partners in the development of the joint project.

Dr. Homi Razavi congratulated the leadership of the Sanitary Epidemiological Service and the staff of the Research Institute of Virology on the adoption of the Decree of the President of the Republic of Uzbekistan and emphasized that it will result in improved prevention and control of infectious diseases. Also, Dr. Homi Razavi noted the successful implementation of the program of catalytic funding for the elimination of hepatitis in Uzbekistan on the WHO strategy, which will lead to the elimination of viral hepatitis C and a sharp decline in chronic viral hepatitis B, and appreciating the success of our program in Uzbekistan, the Ministries of Kazakhstan and Kyrgyzstan were very interested in implementing this program in their countries.

 

On 31.01.2023, a meeting was held between the Director of the Research Institute of Virology E. I. Musabayev and the Director of the CAF Foundation Hоmi Razavi, as well as employees who participated in the UHP project in Uzbekistan. During the visit, Homi Razavi noted the contribution of staff in the implementation of the UHEP project, and emphasized that this work was the basis for this study at the state level.

Also, Homi Razavi noted that the experience gained in Uzbekistan has served as an example for the establishment of work on the elimination of viral hepatitis in other countries.

 

 

Project "Improving human papilloma virus detection and diagnosis of cervical cancer among women in the regions of the republic (Tashkent city, Andijan and Samarkand regions)"

 

On February 14, 2023, an event dedicated to the signing of a cooperation agreement on the project "Improving the possibilities of detecting the human papilloma virus and diagnosing cervical cancer among women in the territories of the Republic (Tashkent city, Andijan and Samarkand regions)" was held at the RIEMYuPKIATM Virology Research Institute.

Mr. Kim Chang-Yop, President of KOFIH (Korea International Health Foundation) of South Korea visited the event.

KOFIH is a fund under the Ministry of Health and Social Protection of the Republic of Korea, and today this organization is implementing advanced projects for the development of the medical system in many countries of the world.

In recent years, the work carried out by this fund in Uzbekistan on health care and training of medical personnel is gaining importance in emergency medical care, protection of mothers and children's health, strengthening of reproductive health of the population in our country.

 

 

Every year in Uzbekistan, 1863 women are diagnosed with cervical cancer, and more than 42% of them die.

Cervical cancer is the second most dangerous disease after breast cancer among women of all ages. It is considered one of the dangerous diseases leading to death after diseases such as breast and stomach cancer. Cervical cancer is especially dangerous among women of childbearing age (15-44 years old). In most cases, the disease has bad consequences because it is diagnosed late. One of the main causes of cervical cancer (98-99%) is the human papilloma virus (HPV). In order to protect our women as much as possible from cervical cancer, which has dangerous and tragic consequences, it is necessary to vaccinate 90% of girls under the age of 15 against the OPV virus that causes the disease, and 70% of women aged 35-45 should undergo a preventive examination. According to the research scientists, if all the preventive measures are followed, the disease will be reduced by 40% by the year 2050 and more than 5 million deaths will be prevented.

  At the end of the event, Erkin Musabaev, Director of the Scientific Research Institute of Virology, and Mr. Kim Chang-yup, President of KOFIH Foundation (Korea International Health Foundation) of South Korea, spoke about "Human papillomavirus detection and cervical cancer among women in the regions of the Republic (Tashkent city, Andijan and Samarkand regions) "Improving the capabilities of the disease diagnosis" project contract was signed.

 

 

 

 

 

  This memorandum was signed in December 2020 in order to continue the investment project cooperation agreement signed in December 2020 between the South Korean KOFIH Ministry of Health of the Republic of Uzbekistan, the Sanitary-Epidemiological Peace and Public Health Service and the Research Institute of Virology in 2023. For information, it can be said that the total value of the investment project cooperation agreement is 380 thousand US dollars.

Mr. Kim Chang Yop also got acquainted with PCR equipment and liquid cytology laboratory.

At the end of the event, media representatives received answers to all their questions.

 

Visit of representatives of the Bundeswehr Institute of Microbiology to the Research Institute of Virology of the Republican Specialized Scientific-Practical Medical Center for Epidemiology, Microbiology, Infectious and Parasitic Diseases.

Since 2013, the Federal Foreign Office has been helping partner countries minimize biological risks as part of the German Biosecurity Program.  The program is part of the federal government's preventive security policy.

 The program raises awareness and minimizes the risks associated with highly pathogenic agents, including their potential use for terrorist purposes.

 The Bundeswehr Institute for Microbiology has projects in West Africa, Tunisia, Georgia, Uzbekistan and Ukraine.

German-Uzbek cooperation was initiated in 2020 as part of the EU Centers of Excellence Initiative.

 Since 2023, the project continues under the German Biosafety Program.

On 03.05.2023 in the branch of Research Institute of Virology a meeting with a delegation from the Institute of Microbiology of the Bundeswehr was held. Within the framework of the conversation the parties discussed issues of introducing a mobile laboratory into the routine practice of the medical service. Issues of organizing field expeditions with the use of mobile laboratories.

Issues in the field of epidemiology, microbiology, infectious and parasitic diseases were discussed taking into account the interests of Research Institute of Virology of the Republican Specialized Scientific-Practical Medical Center for Epidemiology, Microbiology, Infectious and Parasitic Diseases.

The concept of training new laboratory specialists as trainers for mobile diagnostics in accordance with the "Train the Trainer" concept. Issues of program development, integration into the system of postgraduate education of specialists, implementation of acquired knowledge and skills in practical health care. Strengthening the application of international standards of biosafety and biosecurity in research and daily work of the Center's laboratories.

Scientific research issues were discussed. Given the fact that the Center is responsible for sequencing issues, it is extremely important to develop a joint plan for the development of sequencing of new and emerging infections. Also, the issues of training specialists in the sequencing of infections were discussed.

The parties discussed the topics of trainings for specialists within the framework of biosafety, in particular in June 2023 a training on PCR in view of contingencies.  Field trainings using mobile laboratories in September.

In general, the visit was successful, the parties agreed on further activities and expressed their mutual desire for a long and fruitful cooperation on biosafety issues.

 

 

 

 

Uzbekistan - Russia International Health Forum, June 3-4, 2023

 

At this prestigious conference, the Minister of Health of Uzbekistan Amrillo Inoyatov, the Minister of Health of the Russian Federation M. Murashko, as well as representatives of the diplomatic corps, rectors and professors of leading medical universities of both countries, medical clinics, scientific research institutes, specialized medical centers, large pharmaceutical and 500 participants consisting of heads of medical companies took part...

At the forum, a Memorandum of Understanding was signed between the Scientific Research Institute of Virology, St. Petersburg State Pediatric Medical University and the Federal Service for Protection of Consumer Rights and Control of Human Welfare "Virom" Federal Scientific Research Institute of Viral Infections.

 

 

 

Visit of a delegation from the Robert Koch Institute of Microbiology, Germany to the Republican Specialized Scientific and Practical Medical Center of Epidemiology, Microbiology, Infectious and Parasitic Diseases Research Institute of Virology.

On June 19-21, 2023, a meeting with instructors from the Institute of Microbiology, Germany with the staff of the Research Institute of Virology took place.

During the visit, Deputy Director for Science of RSSPMCEMIPD Research Institute of Virology A.S. Khikmatullaeva told about the activities of the Institute. The parties discussed current issues: on biosafety, improvement of epidemiologic surveillance, integration of scientific research in the field of public health.

Goals and objectives.

  1. Biosafety/Biosecurity: reducing the risk of spread of infectious diseases;
  2. Surveillance. Development of early case detection systems.
  3. Organization of bilateral exercises and emergency response for sanitary and epidemiological surveillance.
  4. Improving the human resource capacity of epidemiologic services.
  5. Consolidation of acquired skills and knowledge on mobile laboratory.
  6. Short course on PCR evaluation.
  7. Validation of assays.

During the visit, the parties agreed on further coordination and cooperation, bringing together key stakeholders, including representatives of the Committee of Sanitary-Epidemiological Welfare and Public Health, experts from research centers and the Veterinary Service and coordination between responsible stakeholders and the ability to prevent and respond to biological threats.  A workshop on the P-53 project (Strengthening Biosafety Capacity in Uzbekistan and Central Asia) was also held and a lecture was given by the instructor Gerald Zikeli and Lara Unger on "PCR Evaluation and Assay Validation". The participants of the workshop strengthened their knowledge on PCR diagnostics. At the end of the training there was a ceremonial awarding of certificates.
