Decree of the President of the Republic of Uzbekistan on approval of the Concept of Science Development until 2030 No. 6097 dated October 29, 2020
Decree of the President of the Republic of Uzbekistan
In order to accelerate the development of economic and social sectors, widely use the scientific and innovative potential with full mobilization of scientific, intellectual and financial resources, identify priority areas for continuous reform of science for the future, train independently thinking highly qualified personnel with modern knowledge, raise the work on modernizing the scientific infrastructure to a qualitatively new level, as well as in accordance with the State Program for the Implementation of the Action Strategy for Five Priority Areas of Development of the Republic of Uzbekistan in 2017-2021 in the “Year of Development of Science, Education and Digital Economy”:
1. To approve the Concept of Science Development until 2030 (hereinafter referred to as the Concept), as well as the target indicators and indicators of the Concept in accordance with Appendices No. 1 and 1a.
2. To establish that the Concept, its target indicators and targets provide, among other things, for the following:
a) in the direction of improving the science management system:
implementation of a national rating system aimed at assessing the effectiveness of scientific and innovative activities of scientific organizations;
improvement of social partnership between the state and scientific organizations through the development of a self-government system in science, as well as the implementation of projects within its framework;
b) in the direction of improving the system of financing science and scientific activities, as well as diversification of funding sources:
increasing by 2025 by 6 times, by 2030 - by 10 times the share of all funds allocated to science in relation to the gross domestic product;
bringing by 2025 from today's 8 percent to 20 percent, by 2030 - up to 30 percent of the share of funds allocated by the private sector for research and development in the total volume of science funding;
the creation of two venture funds in 2021, and ten in 2025, together with leading foreign investment companies, in order to finance innovative developments and start-up projects;
c) in the direction of training highly qualified scientific and engineering personnel and their orientation towards scientific activities:
bringing the average age of applicants to scientific organizations to 45 years by 2025 and to 39 years by 2030;
doubling by 2025 and increasing by 2030 3 times the share of highly qualified research workers (PhDs, PhDs and Doctors of Science) in the total number of applicants under 39 years of age;
d) in the direction of creating a modern infrastructure for the development of science:
an increase by 2025 by 3.5 times, by 2030 - by 9 times the share of organizations' expenses on technological innovations implemented by their own efforts in the total amount of expenses on technological innovations in the field of scientific research and development;
bringing the number of residents of the innovative technology park "Yashnabad" to 2021 up to 60, expansion on this basis of the range and increase in the volume of innovative products with the creation of more than 720 new jobs;
creation of 7 modern laboratory complexes and equipping them with equipment that meets the world standards of GLP and GMP;
d) in the direction of forming a modern information environment that promotes the development of science:
creation of a national scientific portal;
implementation of ratings of scientists, organizations and sources of scientific and technical information.
3. Establish that:
young specialists with the skills to manage the science system and economic knowledge are appointed as heads of scientific organizations on a priority basis;
from January 1, 2021, a system of training and advanced training for heads of scientific organizations is being introduced at the Academy of Public Administration under the President of the Republic of Uzbekistan on a permanent basis;
from January 1, 2021, a position of consultant on science and scientific activities is introduced in each scientific organization within the maximum total number of management personnel, to which famous scientists and authoritative scientists are appointed, and this consultant also manages the Scientific Council of the organization;
scientific communities are created in each area of science in order to form and ensure the effective activities of these areas, as well as to increase the responsibility of scientific schools, scientists and leading scientists in this field;
in 2021, an audit of scientific and innovative activities of all state scientific organizations is carried out with the involvement of international independent expert companies at the expense of the Fund for the Support of Innovative Development and Innovative Ideas;
leaders (first deputies) of all government bodies and business associations at the republican level are simultaneously responsible for the development of science and innovation activities, and coordinate the work of subordinate organizations in this area.
4. Introduce the “Academic Mobility” program from January 1, 2021 in order to support and widely attract gifted young people engaged in scientific activities in the regions to science, as well as to create and enhance the scientific potential of authoritative scientific schools.
To establish that within the framework of the “Academic Mobility” program:
grants are allocated to stimulate scientific ideas of gifted young people engaged in scientific activities, to organize their short-term internships in foreign universities and research centers at the expense of the Gifted Youth Support Fund of the Youth Academy;
this category of young people is granted the right to free use of modern scientific equipment of scientific organizations, higher educational institutions, as well as scientific divisions under ministries, departments and organizations.
The Ministry of Innovative Development, together with interested ministries and departments, shall submit to the Cabinet of Ministers, in accordance with the established procedure, a draft Government decision on the implementation of the “Academic Mobility” program by December 1, 2020.
5. To approve:
The "Roadmap" for the implementation in 2020-2022 of the Concept for the Development of Science until 2030 (hereinafter referred to as the "Roadmap") in accordance with Appendix No. 2;
Target parameters for expanding the volume of funding and diversifying sources of funding for science and research in 2021-2023 (hereinafter referred to as the "Target Parameters") in accordance with Appendix No. 3;
The plan of comprehensive measures to achieve the target parameters for expanding the volume of funding and diversifying sources of funding for science and research in 2021-2023 (hereinafter referred to as the "Plan of Measures") in accordance with Appendix No. 4.
6. Introduce the Unified Electronic System for Coordinating the Training of Personnel with an Academic Degree from January 1, 2021.
Establish that the Unified Electronic System for Coordinating the Training of Personnel with an Academic Degree provides for the full:
formation of a database of research trainees, applicants, scientific supervisors and consultants, as well as recording the performance of work according to the individual plan of research trainees and applicants;
monitoring the effectiveness of institutes for training personnel with an academic degree, generating relevant reports and analytical information;
generating applications for admission quotas for training as a research trainee, in basic doctoral studies and doctoral studies;
registration of applicants for training at institutes for training personnel with an academic degree.
The Ministry of Innovative Development shall finance expenses related to the uninterrupted operation, technical maintenance and support, as well as further improvement of the functionality of this electronic system.
7. Establish a procedure according to which:
documents on awarding the academic degree of Doctor of Philosophy (PhD) or Doctor of Science (DSc), issued by higher educational institutions of foreign countries that have implemented a single-stage system of postgraduate education and that have taken one of the first 300 positions in the list of international rankings, annually approved by a joint decision of the Ministry of Higher and Secondary Specialized Education and the State Inspectorate for Supervision of Education Quality, are recognized in the Republic of Uzbekistan directly as Doctor of Science (DSc) and are subject to nostrification (establishment of equivalence);
documents on awarding the academic title of professor, associate professor, senior researcher and other academic titles equivalent to them, issued by higher educational institutions that have taken one of the first 300 positions in the list of international rankings, are recognized in the Republic of Uzbekistan directly without additional examination and other tests based on the recommendations of the councils of higher educational institutions and scientific organizations.
8. The Cabinet of Ministers shall, within two weeks, submit to the Administration of the President of the Republic of Uzbekistan draft resolutions of the President of the Republic of Uzbekistan "On improving the system of public administration for the development of scientific and innovative activities" and "On measures aimed at further improving state policy in the field of science and public administration in the field of innovative development", providing for:
implementation of a new procedure for the formation of state programs for scientific activities;
effective use of funds from the Fund for the Support of Innovative Development and Innovative Ideas, the Presidential Fund for the Commercialization of the Results of Scientific and Scientific-Technical Activities, as well as the Fund for the Support of Gifted Youth of the Youth Academy;
revision of the current tasks and functions of the Ministry of Innovative Development and further improvement of the efficiency of its activities.
9. Take note that the World Bank has approved the project "Modernization of the National Innovation System of Uzbekistan" (hereinafter referred to as the Project) for the allocation of concessional loan funds in the amount of 50 million US dollars for the purpose of developing an innovation system in the republic and promoting the improvement of indicators in the field of innovation activities based on the commercialization of scientific developments.
The Ministry of Innovative Development and the Ministry of Investments and Foreign Trade shall, by January 1, 2021:
take measures to establish an International Expert Board to evaluate and conduct an examination of initiatives (projects) within the framework of the Project;
take measures to create a Project implementation group in order to assist in the implementation of initiatives (projects), as well as maintain financial control and a reporting system within the Project based on the requirements of the World Bank;
submit a proposal to attract additional concessional loan funds from the World Bank in the amount of 50 million US dollars for the implementation of the project "Enhancing the Scientific Potential of Uzbekistan" in 2021.
10. The Ministry of Finance, the Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions and the city of Tashkent, responsible ministries, departments and other organizations shall allocate funds within the parameters of the State budget and the relevant local budgets, as well as from extra-budgetary funds for the relevant expenses to achieve the Target Parameters.
11. To include, starting from January 1, 2021, in the rating indicators for assessing the level of socio-economic development of the Republic of Karakalpakstan, regions and the city of Tashkent, approved by the Decree of the President of the Republic of Uzbekistan dated May 1, 2020 No. PP-4702, the indicators of the number of fundamental, applied and innovative projects financed from local budgets of the relevant regions, the number of scientific applicants and scientists per million population, the number and volume of commercialized scientific developments.
12. The Ministry of Innovative Development, by December 1, 2020, shall adopt a program for organizing work to increase several times the volume of commercialization of important scientific developments created on the basis of a thorough and comprehensive analysis of the effectiveness of scientific projects completed in 2019 within the framework of state programs for scientific activity.
13. Responsible executors - government bodies and business associations with subordinate scientific organizations shall ensure:
within one month - development and approval of an action plan for the implementation of the tasks and activities defined by the "Roadmap" in 2020-2021, at the end of each year - for the coming year in agreement with the Ministry of Innovative Development;
quarterly, before the 5th day of the month following the reporting month, - submission to the Ministry of Innovative Development of information on the implementation of the Action Plan and the "Roadmap".
The Ministry of Innovative Development, together with interested ministries and departments, shall ensure, before the 10th day of the month following the reporting month, the preparation and submission to the Cabinet of Ministers of summarized information on the progress of the implementation of this Decree and proposals for eliminating the identified deficiencies.
14. Assign personal responsibility to:
The Republican Council for Science and Technology (Aripov A.N.) - for ensuring the timely, complete and high-quality implementation of this Decree, the effective organization and coordination of the activities of the ministries, departments and organizations responsible for the implementation of the Concept and the "Roadmap", as well as the achievement of target indicators, hearing at the council meetings at least twice a year reports from the relevant managers on the work they have carried out with the adoption of measures to eliminate the identified deficiencies;
The Minister of Innovative Development (Abdurakhmanov I.Yu.) - for ensuring the achievement of the target indicators of the Concept, increasing the effectiveness of scientific activity, improving the management system in the field of science, as well as coordinating activities to increase the volume of scientific products and expand the range of innovative products based on the commercialization of scientific developments on an ongoing basis;
The Chairman of the Council of Ministers of the Republic of Karakalpakstan, khokims of the regions and the city of Tashkent, heads of responsible ministries, departments and other organizations - for ensuring the timely, high-quality and complete implementation of the activities provided for in the Concept and the "Roadmap", the implementation of scientific projects aimed at scientifically solving the existing problems of the relevant regions based on the formation of regional programs for scientific activity;
The President of the Academy of Sciences (Yuldashev B.S.) - for full adaptation of scientific and innovative activities of scientific organizations of the Academy of Sciences system to the needs of the sectors of the economy and the social sphere, increasing the number and expanding the scale of implementation of highly effective scientific developments and technologies.
15. The Republican Council for Science and Technology shall, within two weeks, ensure that the relevant state bodies and institutions are assigned to the National Television and Radio Broadcasting Company of Uzbekistan, the National Information Agency of Uzbekistan and other mass media outlets in order to organize speeches and thematic television programs by the end of 2020 to widely publicize the goals and objectives of this Decree among the scientific community and the population.
16. Control over the implementation of this Decree shall be assigned to the Prime Minister of the Republic of Uzbekistan A.N. Aripov and the Advisor to the President of the Republic of Uzbekistan A.A. Abduvakhitov.
